Testimonials
Testimonials should be good. you should check them before hiring for seo. I would suggest you should contact any of their previous client and then ask from him that how was their service.
Responsive
you should check the response of that seo company. If they are good in replying emails or replying on Skype or any other means then it means that they are responsive. I would ask a basic analysis of a blog so that I can see the capability of team.
Consistency
Every one knows that SEO work is really a busy work and a person working at the same time can not be consistent so their should be a manager for consistency who can deal with all the clients.
Open Minded
Team leader or Manager should be open minded and he should learn new methods and new techniques. He should be willing to learn.
Results on given time
This is what every wants from Search engine optimization team. If you are capable to deliver the results on every week or If you are capable to deliver the results on time. If client is paying you on monthly basis then he will be asking for exact results or rankings on each month. If you are delivering him results on the given time then you are best !

I don’t suggest Hiring an SEO expert for less than 6 months old blog.
I think the owner can do SEO on his own reading to lots of easy articles.
If they dont see results then I would suggest to go for SEO company.
